CS FOR SENATE BILL NO. 202(FIN) "An Act relating to school                                          
transportation; relating to the base student allocation used in the                                 
formula for state funding of public education; and providing for an                                 
effective date" was read the third time.                                                            
                                                                                                    
Senator Guess moved and asked unanimous consent that the bill be                                    
returned to second reading for the purpose of a specific amendment,                                 
that being Amendment No. 2. Without objection, the bill was returned

          TRANSITION: FISCAL YEAR 2004 FUNDING FOR                                                  
SCHOOL DISTRICTS.  If, in fiscal year 2004, a city or borough                                       
school district or a regional educational attendance area would receive                             
less public school funding under AS 14.17.410 than the district or area                             
would have received under AS 14.17.410 and the department's fiscal                                  
year 2004 projected learning opportunity grants, the district or area is,                           
only in fiscal year 2004, eligible to receive additional public school                              
funding equal to the difference between the public school funding the                               
district or area would be eligible to receive under AS 14.17.410 and                                
the public school funding the district or area would have received                                  
under AS 14.17.410 and the department's fiscal year 2004 projected                                  
learning opportunity grants."
